WATERTOWN — Jimmy Swaggart is the focal point of the tenant’s paintings, signs and damage, so the landlord — desperate — decided to have the evangelist’s ministry call the tenant to say the TV pastor wouldn’t appreciate what he was doing.
A landlord giving up on calling the police or evicting his tenant, and instead calling the ministry his tenant is seemingly enamored with, underscores how this case is more complicated than a vandal looking to cause destruction and might equally be about a person in need of help.

This guy has been doing this for years and years. I threw him out of a place I volunteered and he screamed in the street that I was demon possessed. He was removed for putting stickers all over like the signs he damaged this apartment with and in the past flashing his genitals out of his shorts. We called the police and they knew him well. This was probably 20 years ago or more. He has done huge damage to many many landlords properties. I am so sympathetic to these landlords. The people placing him know what he has done and will do. Yes, there is mental illness but what about the rights and protections around these sick individuals? In the past mentally ill people were locked up in horrific conditions in some cases but have we have swung so far in the other direction. Some will never be cured, will refuse to follow medical advice or take medications, and will go on to harm law abiding people with no real punishment.
